Oil cooler efficiency?

My oil cooler is a small finned tank. It doesn't ever get very warm, even when the engine is warm. Is this kind of oil cooler very efficient? I would like to have a radiator type of cooler with a fan, but I don't think I have enough of a charging system to support it. my oil temp gets to about 15 degrees when the engine is warm.  Oops, I mean Lbs. instead of degrees.

well your gauge is inaccurate then, unless your riding in 15 degree weather... your gonna have oil temps at least of the outside air to start with...

Sorry, I meant 15 lbs of pressure, not 15 degrees. I'm not sure what the oil temp is.
