Michigan used to call them "assembled roadsters" but scince I have no desire for a street legal rail anymore I do not know if thats the same. Your state may be different.

You need to contact most likely the state patrol and document EVERYTHING you are told/by whom/when and exactly what the question was and what was the exact reply.

Try picking up the phone.  I can't even get definate answers on how to make my trailer pass inspection online.  I even called the DOT and got nowhere.  You're just going to have to pick up the phone and call people till you get the right one.  Then meet in person and get everything in writing.
