Just make adaptor plates for each side of the seat. Use washers fill the gap between these new plates and the tabs on your frame. Got any pics?

Pay your friend with an 18 pack to weld you some new brackets.

Ok, pics now attached. Brackets run north south, I was thinking just a piece of plate, also running north south but long enough to hit both hols - ie: "tie" the tabs to one another so insread on using four "tabs" for each seat, use two plates. This might require a new shifter and new turning break levers.
If only there was a board member would sold that stuff ::)

That's exactly what I was thinking. I would use 1/8" stainless and waterjet the plates.
But then again, I do get that stuff for free.

While raising the front up you could try to move the seat back a little to save changing the shifter...

Do your seat tabs flex at all? I think for what your after the 1/8 in. plate cut and angled the way you want would work great and should stiffen up the existing mounts.(less flexing).
