Its simple really. The starter relay coil when energized creates a magnetic field as does the starter windings field. This field can produce enough voltage as it generates and collpases that it zaps you.

Nearly any coil of wire can do this.

It only take about 30 volts for most humans to feel it through normal skin.

Its not near the voltage of a spark plug but its more than 30! So you feel it.

I get the same kinda zap all the time when shorting my Ford starter relay with the handles of a pair of pliers.

So a man goes to see the doctor.  Says, "doctor, doctor, it hurts when I do this.....".  Doctor says, "Don't do that."

so its not the coils zapping the frame, and then zapping me?

Starter relay coil yes. Spark plug coil no.

But to be SURE you should hold the plug coil wire and have someone crank the motor to see if it feels the same or differrent...

I don't disagree with anything anyone has said above but what has been mentioned is only one possible cause.  Given the fact you have had this strange thing going on where you gain power then lose it for no apparent reason I would have a good look around to see if you are leaking spark to the frame somewhere - it may make sense of the other problems you are having.
