could i put the front and rear brakes on one pedel for the piranha?

Im sure you could. If I were to do it I would hook 2 master cylinders up to one pedal.

why not use a small car master, with provisions for front and rear?

Many people have already done it. Simply connect the 2 masters to the pedal. the push rods have threads on them so you can dial it in as far as when the fronts and rears engage. I try and find pics of others set ups and post them for your ideas.

You connect the 2 master cylinders with a "balance bar" that way you can adjust the bias between front and rear to achieve the desired braking at each end of the car.

What is a "balance bar?"  I have heard of a bias control, figured it was just a needle valve or similar?

You need to look at the pedal assemblies to see info about the dual MC pedals.They use the balance bar.The bias valves you posted are similar in function to the balance bar but they only BIAS the braking function.The difference is that using the bias valves is that you have only one MC.If it fails you have NO brakes.Using a dual MC pedal assembly(you can make it yourself) you have the advantage of the safety of 2 MC's and true biasing/balance front to rear.

Floor Mount Dual Master Cylinder Brake Pedal with Balance Bar:

This is one of racing's most popular pedals for mounting two brake master cylinders with a bias balance bar. The pedal features all aluminum frame and arm construction with steel pivots, mounting studs, and an anti-skid pedal pad. Wilwood's clevis and pivot pin balance bar provide smoth and accurate settings of the brake pedal bias. It can be set and locked down with the jam nut, or attached to a remote cable for quick on-track adjustments.
