hey spec, is that a standard bike front master cylinder? if so, is it ok to use it tipped up liek that?

No it's a sled cylinder,
No they don't leak as long as you keep a good seal on it...that one has been hanging there for almost 2 years without a drip ;D
just loosen the clamps and turn sideways to fill and for bleeding the clamp it back down
