WholesaleTool has some very inexpensive tooling that works well for hobbyist use.  Lathes are all over the place. Ya just have to look around. CL,ebay,Grizzley,Enco, machine traders , machine dealers are everywhere.

I have gotten some of my best deals on tools by putting a "wanted" add in craigslist.  Someone may see my add, but not have their item listed at the time.  That gives me more time to find the best deal, and not be worried about someone buying it before I get there.  Also it is good to find someone selling there whole setup which includes the tooling.
