The shafts need to be fixed. The eccentrics as you have designed ,while sound in theory ,will be nothing but TROUBLE in reality.  IF you feel that the enclosed chain running in oil or ATF fluid will be an issue(I don't) then forget the adjuster .Set it up so the chain will be TAUT initially.

I've thought about that too.  My reason behind a tensioner is that I might want to change gears which would affect chain length.  I was also concerned with stretch, but I don't have any experience with running a chain in an oil bath.  So I don't know whether it will be an issue or not.  I can get in the ball park with my gearing selection, but I have yet to hit it right on the money without test and tune time.

Then you might as well forget doing an enclosed box.When you get to modeling it up you will find it to be a nightmare.Seems simple till you get the math/geometry going. There's no reason why you can't get the gearing right (enough) from the start.Decide tire height/top speed desired(realistically!!!!!) engine OUTPUT shaft rpm(do not confuse that with ENGINE rpm if engine has a primary internal reduction such as most bike motors ) and calc the needed final ratio.

I see that there are o rings against the side plates, but isn't the oil going to seep through if the threads go all the way through the rings?

getting the gearing right for desired top speed is a piece of cake.  It's figuring out if that gearing is also going to have enough grunt to tool around or climb hills that's tough.  as an example, I put an sr500 engine in my blaster and it kicked ass on flat ground and at speed, but I kept killing it driving up the ramps into my truck.  Something you can't do with much speed.  I dropped one tooth up front and bingo right on the money.  Gearing for bottom end grunt or top speed is easy, It's finding the happy medium I need the seat time for.

Actually something like Permatex#2 will seal them BUT they need to be able to be loosened and tightened back up for adjustment.Then you gotta take them back out and apply more.PITA at best.

In my case I would be running a cvt, which I am a total newbie to. Plus I will be in the 35-40hp range, so no power to make up for bad gearing choices.

I see.  Could put an idler sprocket in there, and tension it like in the photo that Masterfabr posted.
